The decision by California voters Tuesday to channel $3 billion into embryonic stem-cell research shifts scientific planning nationwide.
By giving scientists a path around President Bush's August 2001 ban on federal funding of new embryonic research, Californians created an environment researchers have craved.
Top researchers, philanthropists and investors are expected to turn to California. That could mean a drain of money and scientists out of places that currently conduct stem-cell research, such as Colorado.

This whole issue is another GOP smokescreen to bring out the fundamentalist vote. Pandering to the base. They never in a batflash were against embryonic stem cell research. If they were against it, the issue would be whether to outlaw it, not whether to allow the NIH to continue doing it.
